Some work has been done in the Confluence Extension space around adding support for Siteminder for Confluence. This has been by extending Confluence's authenticator.
A 'nicer' approach would be to use Crowd (removing the need to create a user in Confluence).
Some information is needed in just how Siteminder stores/access it's "users" and how it handles credentials and SSO.
[CWD-529] Extend Crowd's Seraph Authenticator to provide support for Siteminder.

Hi, I'm going to close this as Won't Fix, as there's no realistic chance we'll get to this in the foreseeable future.
Anyone interested, I'd suggest you contact a partner who can help.
Cheers,
Dave.
