Crowd MS SQL Database Driver documentation needs updating

Summary

The Crowd MS SQL database documentation appears to need some updating, specifically the section regarding a warning that we do not recommend moving to the Microsoft JDBC driver. 

There is a notice not to use this driver because of bugs, but the bugs have all since been marked as closed for various reasons, none of which have been closed as "fixed". Are we still not recommending this driver?

   Microsoft have their own JDBC driver but we strongly recommend avoiding it after our JIRA customers have reported various connection errors (JRA-5760, JRA-6872), workflow problems (JRA-8443) and Chinese character problems (JRA-5054).

Expected Results

These links will lead to active bugs or bugs that are still relevant to this recommendation

Actual Results

The bugs are all closed from a very long time ago.
