[CWD-4872] improve Require Consistent Client IP address implementation

It seems that Crowd only checks the external ip address of the machines when Crowd is hosted externally instead of internally(behind the firewall).

It would be great if Crowd have an option to check for the machine internal ip address OR external ip address when needed.
