Directory periodic synchronisation is not automatically re-started on Crowd restart

and even more than this, it is only re-started when the directory is loaded in the app in some way.

Looking into things, the directory synchronisation polling mechanism is started in that method call: com.atlassian.crowd.manager.directory.monitor.DirectoryMonitorManagerImpl#addMonitor

This method itself is only called once in com.atlassian.crowd.directory.loader.DbCachingRemoteDirectoryInstanceLoader#getDirectory

so when the directory is looked up in the application. This doesn't necessarily happen on Crowd restart if for example no-one logs in at all.
