As an admin, I want to bulk-expire user passwords

      As an admin, I want to bulk expire passwords for users to force them to change their passwords before they can log in again.

      I want to:

      • Expire the password for a single user, identified by username or email.
      • Expire the passwords for a set of users, identified by a list of usernames or emails.
      • Expire the password for all the users of a directory.

      Ideally I want to have a UI to easily perform this operation, and a REST API in case I need to automate it.

      Optionally, users who have their passwords expired should receive an email notification (tracked as CWD-1765).
