Reproduction Steps
1. Create an Active Directory in JIRA and specify the user filter with a "memberOf" attribute, after saving the directory full sync will be run.
2. Add user without specifying the memberOf attribute.
3. BUG Run Inc Sync - the user will not be added to the internal directory because they do not meet the specified memberOf filter but the information that such a user was created (USN number) is lost to Crowd.
This will cause further operations on this user like membership updates to also be ignored by Crowd and the only way for Crowd to recognise this user will be to blow away the cache by manually performing a full sync.
