Further changes to the build process mean that Crowd builds from atlassian-crowd-2.8.0-OD-12 onwards have an empty crowd-plugin-test-resources, preventing starting a Crowd using that version through AMPS.

As a workaround, stick to an earlier crowd-plugin-test-resources; Crowd's upgrade tasks will run, so there shouldn't be any compatibility concerns.
