Upgrade Guava to 11.0.2

Atlassian Java Platform 2.21 will mandate Guava 11 as part of a general plan to move back to a current Guava. For that upgrade, we need to confirm that Crowd works with Guava 11 for products that will be consuming the libraries, and also need to provide Guava 11 for platform plugins that will now be relying on it.

After CWD-3562, this should be a trivial change (bump the version); however, we need to synchronise this with the platform adoption schedules for other products.
