"Non-atomic" warning messages on Windows when updating crowd.cfg.xml

      The following warning occurs when try to update crowd.cfg.xml in Windows.

      2014-02-11 17:30:09,569 localhost-startStop-1 WARN [atlassian.config.xml.AbstractDom4jXmlConfigurationPersister] Unable to move D:\Home\Crowd\crowd.cfg.xml112217985837833036tmp to D:\Home\Crowd\crowd.cfg.xml. Falling back to non-atomic overwrite..

      As mentioned in this Confluence bug report CONF-15549:

      Atomic file updates seem to be reasonably close to impossible on Windows. We should suppress this warning message (as it's not something the admin can do anything about).
