"Non-atomic" warning messages on Windows when updating crowd.cfg.xml

      The following warning occurs when try to update crowd.cfg.xml in Windows.

      As mentioned in this Confluence bug report CONF-15549:

      Atomic file updates seem to be reasonably close to impossible on Windows. We should suppress this warning message (as it's not something the admin can do anything about).
