[CWD-3756] Introduce a directory recovery mode for embedded Crowd applications

This issue has been fixed by introducing a system property that, when present, creates a temporary first directory that can be used to authenticate an admin.

This feature is now available to use by products that opt-in to it. Stash has already added this feature, see STASH-3717.

CWD-3872 tracks the work to support this new feature in the Crowd server. Until CWD-3872 is fixed, Crowd customers won't be able to use the new feature.
