Crowd shutdown script does not always shutdown Tomcat

      Oracle Java 1.7.0_45 on linux with MySQL 5.5

      For JIRA and Confluence there is a command in the shutdown scripts that forces Tomcat to shut down after 20 seconds. It would be good to add this to the Crowd shutdown script, stop-crowd.sh. It would be a good idea to also add a command to the start-crowd.sh that would kill an existing Tomcat process if found.
