Pass through UserRenameEvents to applications that can handle them for event-based sync

Crowd server should make UserRenameEvents available to applications that know how to handle them. For applications that don't know how to handle them (old Crowd clients), then UserRenameEvents should invalidate the event-based sync to cause a fallback to a full sync.
