Use the WatcherService in Horde to spot license file changes.

      For the horde work we are spotting changes to the License file by watching it using apache commons vfs2. This is a polling API and does many IOPS for no reason at all. Once we have upgraded to JDK7 then we should use the WatcherService to monitor the files we need to monitor. If we are even reading the license from a file on disk anymore.

      This issue may be obsoleted by the Multi Tennant work that we do in the future.
