Restarting Crowd during setup fails to startup plugin system

When installing Crowd, but stopping Crowd after DB config and then re-starting; Crowd fails to start the plugin system on restart.

The only work around is to delete the Crowd home directory and start again.

We should be able to start the plugin system if we have a database and still within the setup process.
