Directory Id is ignored while adding user by SOAP

I use AXIS for generating java client for crowd using WSDL.
Then I try to add user in crowd, all users are created in the directory under priority one (as indicated on web interface).
I try to specify directoryId of other directories for creating my user, the directoryId is ignored and users are still added on directory mark as priority one on web interface.
How can I create a user on other directory using SOAP ?
