Crowd does not create user session when logging into Crucible

Steps to Reproduce

1. Create a user crutest in Crowd
2. Create a new Crucible application and add a directory which has crutest user that can authenticate to Crucible
3. Set up a Crucible instance that authenticates against Crowd
4. Synchronize Crucible with Crowd in Crucible Admin > Authentication
5. Go to Crowd Admin > Current Sessions > User Sessions and clear all the sessions belonging to crutest
6. Login to Crucible as crutest

Expected Results

A session for crutest is created in Crowd Admin > Current Sessions > User Sessions

Actual Results

No user session is created for crutest in Crowd Admin > Current Sessions > User Sessions
