      CWD-1284 allows groups to be managed locally. Local groups can contain remote users, but they can't contain remote groups.

      We should relax this restriction if it's simple enough to do so.

            This ticket applies to a syncing user directory (of type Connector). For the relevant request but for a Delegated Directory, see CWD-4211
