    Description

      CWD-2106 means Crowd can build with Maven 3. Supporting multiple versions of Maven for the full release process causes too many silent failures: configuration that's essential in one version may be ignored in another.

      rmedellin's work has shown that a full release works with minimal changes. We should move the build to use, and require, Maven 3.
