Crowd can start up without essential plugins

      See the attached log fragment. For some reason, a plugin failed to come up, ultimately resulting in com.atlassian.crowd.rest-plugin being disabled.

      Without this essential plugin, Crowd cannot function normally, but the application still comes up and responds to web requests, masking the problem.

      It would be better if Crowd completely aborted startup if one of the essential bundled plugins fails.
