Tell deactivated users who reset their password that they are deactivated

Currently deactivated users can still reset their password. They are not told that their account is deactivated.
Thus they often reset their password several times and wonder why this stupid system doesn't allow them to login.
It would be nice if the password reset mail would tell them that the account is deactivated.
