      The Crowd build should move to 1.6 and remove support for 1.5. Deployment will require a 1.6 JDK and any consumers of Crowd modules will also need to have upgraded to 1.6.

      Customers will need to be notified.

      Adjust the Enforcer rules and build.compiler.target to record the fact.
