specifying an i18n resource file for a plugin does not work

      Description

      I've defined an i18n configuration file for an application plugin.

      <resource type="i18n" name="i18n" location="DirectorySynchronizeBundle"/>
      

      The resource bundle key are not working when accessed through the JSP, plugins framework or actions inside of Crowd.

      It appears the Google Apps plugin has the same problem. All of the resource reference are loaded from BaseAction.properties

          Just an FYI Andreas' workaround does not work for built in elements like web-item/web-section. Please fix!

          Also if this isn't going to be fixed soon it should be clearly documented on the Crowd plugin dev page (https://developer.atlassian.com/display/CROWDDEV/Crowd+Developer+Documentation) so developers don't waste time trying to make this work.
