Improve the ability to configure the internal cache's used by the Crowd client and the Crowd console

      We plan to move all of Crowd's cache configuration to a crowd-ehcache.xml file.

      This will allow clients of Crowd to have a lot more control over just what caching strategy and timings they can use, so we can fine tune as required.
