Creating a user without a password is not possible in Crowd. The clients will get an exception if trying to do this (expected behaviour).
The Problem is that JIRA, Confluence, Bamboo, etc requires the ability to add a user without a password being supplied, due to the OSUser and AtlassianUser interfaces.
