UI improvement for User page, add a "group picker' similar to the Group pages.

    Description

      Currently the UI still feels partially implemented, especially when you switch between user and group management.

      Adding groups to a user is still terrible (via a large dropdown), while the group pages have the much improved dialogue pop-up approach.
