Don't start to populate Crowd's cache again if the data load has already started.

      When having a large Jira instance integrated with a Crowd LDAP Connector directory, caching thousands of users can take several minutes. If more users try to login while the cache is being populated, the cache data load will start again for each new login tentative.

      This is causing performance and memory problems.
