Go to crowd web console
Go to Users
Select a user with a plus sign in the name (user+1@gmail.com)
Click the link to remove user
You'll see the URL for the page does not encode the username ("user+1@gmail.com" should be "user%2B2@gmail.com")
You can not delete the user as a result, you have to manually change the URL to use an encoded plus sign
