Description
With a license for 25 users, and 25 users registered in crowd, a user who is not supposed to be accessing the system attempts to login to a client application. This user is then added to the system, crowd exceeds it's licensing limit, and stops working, causing an outage for all crowd driven systems. If a user (non-admin) action is going to cause the entire system to come down, it shouldn't be allowed.
