Document use of useBodyEncodingForURI for Tomcat deployments of EAR/WAR

      When using Crowd in Tomcat, the property useBodyEncodingForURI="true" needs to be set in the server.xml if user or group names contain unicode characters. This is done for the standalone release of Crowd.

      Users of the EAR/WAR version in Tomcat need this documented. The JIRA documentation is a good template.
