Set up wizard announces success even when setup failed

      I went through the Crowd setup wizard and selected to import data from XML. Something broke due to a permissions error. Firstly Crowd prints an (utterly useless) error, but then below says hurrah, everything worked:

            I did need to tweak one thing in the XML file though, and in the end the corwd.properties file. This was the crowd.server.url=http://demo.jira.com/crowd/services/ This this wasn't valid for my machine.

            This has been fixed. I have tried to spell out the errors that occur (if they do occur)

            The crowd.xml I imported is on devfiles: /temp/jturner/CWD-1026/crowd.xml
