Maintenance Mode is to be used for administration processes that required the database to be stopped for any period of time. The intention is that this display a meaningful message to the user that the system is currently unavailable due to maintenance.

At a minimum prevent writes to the database and return a "Sorry Mate" type screen.
Would be nice to be able to send out a notification to users that the system is about to go into maintenance mode.
