Allow a configurable "branched from" branch for a started branch review

    Description

      Currently, a branch review defaults to comparing the branch under review to the "master" or "main" branch, regardless of the branching point.

      While the "branched from" branch can be changed while the review is created, there is no way to change it when the review is already started.

      It would be beneficial to allow for branch changes after the review has been started.
