Drop support for Oracle 12c R2

      Fisheye/Crucible 4.8.x supports Oracle 12c R1, 12c R2 & 19c.
      Fisheye/Crucible 4.7.x. supports 12c R1, R2.

      Thus, there is an 4.7.x -> 4.8.x upgrade path without upgrading the database.

      Drop support for Oracle 12c R2 in the next major release, which is 4.9.0.
