Clicking 'Close' option in the review dashboard does nothing

Issue Summary

Clicking 'Close' option in the review dashboard does nothing. Sometimes a dark screen with a 'loading' icon is shown for a split second.

Steps to Reproduce

1. In the review dashboard, hover the mouse over a review key in order to open the modal / pop-up window showing a few of its details.
2. In this window, click the 'cog' icon and select the 'Close' option
3. Note that the review is not closed, and sometimes a dark screen with a 'loading' icon is shown for a split second.

Expected Results

The review should be transitioned to Closed state

As can be seen in the screen recording:

• The review is not transitioned to Closed state
• Sometimes a dark screen shows with a 'loading' icon for a split second

Debug logging does not write anything pertinent in the logs

Workaround

From the Review dashboard, click the review key (and not just hover the mouse over it), then click the 'Close' button at the top right corner of the screen. After that:

• If all reviewers have finished their work on that review it will be transitioned to closed state immediately.
• If there are reviewers that haven't finished their work on that review you will be shown a warning saying that, but you will be able to proceed anyway.
