Allow non-admins to create and manage Projects ('project admin' and 'can add projects' permissions)

Problem Definition

In some specific scenarios, our customers might have to grant permissions for users and / or groups to create projects but these same users should not be instance administrators.
Currently, only users and groups that have administration permission for the whole instance can create projects.

Suggested Solution

Just like the Global Permissions allow granting "Can add repository" permission to users and groups that are not instance administrators, it should also allow granting "Can create projects" to users and groups.

Workaround

Users and groups should be granted full administration permission so as to be able to create projects.
