Horizontal scrollbar in review content overview not readily accessible

The horizontal scrollbar of the left panel for the Crucible review content, should always appear as there is enough vertical space in the panel. But it is hidden down at the scrollable area - even though in this case there isn't even a need to make the entire window vertically scrollable as everything fits into the window. See attachments

I recognize that you want to be able to hide the top overview panel, and thus always have the vertical scroll range, but that should not hide the horizontal scrollbars unnecessarily.
