Summary

Users of review are not uncompleted when attaching new file to Crucible review

Environment

Crucible 4.3.2 or 4.4.1

Steps to Reproduce

1. Make sure "Uncomplete review if revision is added" is selected for your user, userA.
2. Create file with text.
3. Create a review under any Project.
4. In Add Content, add Attachments.
5. Choose and upload file created. Start Review.
6. Edit Details and add a reviewer.
7. Login as new reviewer, userB, and complete the review.
8. Login as userA and see that userB completed review.
9. Change file with text, then attach the file to the review as userA.
10. Note that the file does have a diff.

Expected Results

UserB shows as Uncompleted

Actual Results

UserB shows as Completed
