New state needed for reviewers: Partially Complete

      If a team wants to use the reviewer's Complete button to say "I the Reviewer am done a pass, Author you please take a look", then there is no way for the author to know when the review can be closed because the completion status is per reviewer and temporary. 

      OTOH if the team wants to use the Complete button so a reviewer can say "No more issues", the reviewer has no way of letting the author know that the reviewer is done a pass. 

      Either way, the author has no way of letting the reviewer know that the reviewer can once more look at the review.

      What is needed is an intermediate state per reviewer, like Partially Complete. So the workflow would be like this: 

      1. author creates review and assigns reviewers; each reviewer is "incomplete"
      2. each reviewer finds incomplete reviews in their Incomplete box: those are reviews they need to look at
      3. each reviewer works on an incomple review: adds defects, or marks already fixed defects as resolved, or adds reply to a fixed defect that cannot be accepted
      4. reviewer Completes a review only if they have no issues left, but Partially Completes a review if the author needs to make some fixes
      5. author can look at their Partially Complete box to find reviews that need their attention; if there are more than 1 reviewer, a review will be in that box if at least one reviewer as partially completed
      6. Author uncompletes each reviewer after fixes requested by that reviewer are done
      7. reviewer sees uncompleted reviews and can look at the fixes. If all accepted, reviewer completes, else partially completes and the cycle continues. 
      8. As now, a review appears in the Completed box only when ALL reviewers have completed their review. 

      So all that is needed is an additional reviewer state "Partially Completed", an additional action "Partially complete" available to each Reviewer, and a new box Partially Completed in the Dashboard. Then

      • the author knows to look in their Uncompleted box for reviews that need reviewer input, in their Partially Completed box for reviews that have fixes they (AUthor) to make for at least one reviewer, and their Completed box for reviews that can be closed.
      • A reviewer knows to look in their Uncompleted box for reviews to start or fixes to asses, in their Partially Completed box for which reviews they have kicked back to author, and in their Completed box for which reviews they are completely done with.
