Allow quick search in repository picker when anchoring patches

When anchoring a patch to a review, if we're unable to find the repository to link the patch to, a dropdown menu of all repositories is displayed. This allows the user to manually anchor the patch to a repository, but with many repositories this becomes a difficult task. The repository selector should be upgraded to allow quick searching to narrow down the desired repo.
