The Changeset Review Coverage gadget creates an empty review in Crucible

Summary

When attempting to create a review via the Changeset Review Coverage gadget in a JIRA dashboard a blank review is created without any of the selected commits being added.

Steps to Reproduce

1. Add the Changeset Review Coverage gadget to a JIRA dashboard
2. Select the commits you wish to be added to the review
3. Select Create Review

Expected Results

Commits selected in the the Changeset Review Coverage gadget should be passed to the newly created review

Actual Results

Empty review created in Crucible, user is prompted to manually add in content to the review.
