Draft is counted as a regular comment after review was reopened

1. Create a review, add a file(s) to it and close the review.
2. Reopen review.
3. Add a draft comment and reload the page.
4. Check comments count in the files tree (draft comment is counted)

The issue found in 3.9.0, but seems like it's an old one.
