Provide a new smart commit that allows to mark the associated commit as reviewed by a specific review.

Use cases:

• pre-commit reviews where the content has been reviewed already, and the committer wants to associate the review with the commit
• DVCS commits that were reviewed and then rebased - the commit ids are different, so they wouldn't be marked as reviewed, but a review does in fact exist
