Disable hash link in blame column when FishEye is not licensed

    Description

      Currently, if a user have both FishEye and Crucible, the commit ID links in reviews will be able to show up just fine. When FishEye is disabled, any existing reviews will turn commit ID links to a 404 such as this:

      This should be handled more gracefully - as any new reviews after disabling FishEye, will have their commit ID links disabled by default (as that is part of FishEye's functionality)
