Improve review header behavior for small files

If you're scrolled to the top of a review, clicking on a file in the review will automatically scroll the browser window down so that the review title and other options are hidden. This can be problematic on smaller file as it unnecessarily scrolls to the bottom of the page and hides information that could be displayed if there is enough screen real estate. The option for auto scrolling should either be able to be toggled or smart enough to only scroll if the file is large enough to need it.
