Steps to reproduce:

1. Create two reviews, CR-1 and CR-2, and add any comment on them
2. In the Review Dashboard, click the "Advanced Search" link down below in the left panel
3. Type CR-1 in "Review PermaId" field, search, and it will show CR-1 (correct)
4. Type CR-2 in "Review PermaId" field, search, and it will show CR-2 (correct)
5. Type CR-3 (or any junk text like asdasd) in "Review PermaId" field, search, and it will show CR-1 and CR-2.

If the search does not find any results, it will list all reviews, which is completely misleading.
It should say that no reviews were found instead.
