Adding a new user and email is not unique does not give an error

      We are currently on Crucible version 3.6.3. When we added a new user on prior releases an error message appeared if a non-unique email address had been entered. So now, after entering a non-unique email address and then clicking on Add nothing happens (does not add the user nor does it indicate a problem).
