Inconsistent diff when using branch review during initial indexing

The diff of a review when created using branch reviews is different when created during initial indexing and when the indexing has completed.

Steps to reproduce

1. Using the attached repo2.dump create a new repository in FishEye
2. While the repository is still indexing, use branch reviews to create a review between test_branch and test_branch_2

Result

The diff shows more lines added and removed than were actually made on this branch.

Expected Result

The diff of test.txt will look like the following which is the result of using branch review after the repository has been fully indexed:
