Low SVN indexing was split into several phases. Last phase (wrapup) is responsible for eg. calculating ancestry between files. When branch review is created before wrapup phase completed it would result in showing in review a full content of file instead of diff to base branch.
It may be especially visibly when using auto update feature as it quickly tries to update branch review without waiting for full indexing to be completed.
