branch review auto update issue on review reopening

When automatic branch update was enabled on review and review was closed, on review reopen review will get updated automatically.
This might not be always expected action, perhaps user reopening review would like to decide if autotracking should stay enabled. (note there is no way to see if it is enabled or disabled on closed review as the data is not rendered).
Perhaps we should automatically disable auto tracking every time review is being closed.
